Suspicious Package Prompts Evacuation of Amgen Festival

Festivities surrounding the Amgen Tour of California Race were
brought to a temporary halt by a bomb scare in downtown Livermore this
afternoon, according to a police spokeswoman.
The multi-city bicycle race had already passed through town around
2:30 p.m. but many people remained on the scene when a suspicious cardboard
box with a postmark from Southern California was spotted in a dumpster on the
2100 block of Second Street, according to Officer Traci Rebiejo.

The package was suspicious because police had cleared all garbage
cans in the area prior to the race as a precaution, Rebiejo said.

A three-block area was evacuated and cleared of people and the
Alameda County bomb squad was called to the scene.
However, a local vendor came forward and identified the box,
saying it contained postcards and the scene was cleared shortly after 4 p.m.

“It just kind of ruined the festivities,” Rebiejo said. “It was
right smack in the middle of it all.”

EXCLUSIVE: Councilwoman Inez Dickens reduces taxes owed on real estate …

City Councilwoman Inez Dickens — a top contender to be City Council speaker — won’t have debt collectors hounding her to pay property taxes after all.

The Daily News revealed Friday that she owns half of two Harlem apartment buildings that were scheduled to be part of a tax lien sale. The lien buyers could then have pursued her to pay the debt.

But late Thursday, after The News called Dickens’ office about the tax arrears, somebody paid off enough of the tab to keep collections at bay.

The Department of Finance received $25,000 at about 6 p.m. on three buildings Dickens owns with her family: 187 Lenox Ave. and 2153 and 2155 Seventh Ave., the agency said.

Dickens, a Democrat representing Harlem, inherited ownership of the buildings from her father, late City Councilman Lloyd Dickens.

As a result, all three were taken off the tax lien list, officials said.

Dickens and her family still owe $40,000 in back taxes on the three buildings, according to the city, which will now try to get back the remainder of the money.

“If the taxes on the properties are not satisfied, outstanding debts will be at risk of being included in next year’s lien sale same as any other property that owes the city money,” a statement from the Department of Finance reads.

Dickens has said through a spokesman that she doesn’t have anything to do with the day-to-day management of the real estate. Her office didn’t respond to a call seeking comment Friday.

The Harlem Democrat inherited her ownership of the buildings from her father, the late City Councilman Lloyd Dickens.

1. Conservation scientistConservation scientists are hired to help preserve and protect natural habitats. They usually work with landowners and federal, state and local governments to find the best ways to use and improve the land while conserving the environment.*

  • How to become one: Conservation scientists typically need a bachelor’s degree in forestry or a related field. It helps job prospects to have a degree from programs that are accredited by the Society of American Foresters and other similar organizations.
  • Pay: According to Economic Modeling Specialists International, conservation scientists earn a median hourly income of $28.28.

2. Energy auditorWhen a building is cooled or heated, it uses energy. Buildings often leak energy, so they produce extra heat or air to compensate, which wastes more energy. Energy auditors help curb energy waste by inspecting buildings to find areas of air leakage and advising customers on how to fix and prevent leaks.

  • How to become one: There are no nationwide education or training requirements for energy auditors, but some states require auditors to take courses or earn a certification. Certification is available through organizations such as the Building Performance Institute, the Residential Energy Services Network and the Association of Energy Engineers. Some local technical and community colleges also offer energy auditing courses.
  • Pay: Since it’s such a new field, national wage information is currently unavailable.

3. Green construction manager: Construction is another area that has seen an emergence of green jobs. As interest for environmental protection increases, the demand for green buildings grows with it. Construction managers that specialize in green buildings plan, direct, coordinate and budget construction projects, ensuring that onsite processes are environmentally friendly. This could mean setting up a recycling plan for unused construction materials or protecting environmentally sensitive areas of the site. They’re also responsible for choosing contractors who have knowledge of green building techniques.

  • How to become one: Most construction managers come to the job with experience working on other similar projects. Most also hold a bachelor’s degree or higher in construction management, business management or engineering. They may also acquire a LEED Green Associate credential or have taken the NCCER’s Sustainable Construction Supervisor Training and Certification Program.
  • Pay: Median annual pay for construction managers is $85,030.

4. Landscape architect: According to the American Society of Landscape Architects, these workers analyze, plan, design, manage and nurture natural and built environments. Projects they may work on include: academic campuses, conservation, corporate and commercial areas, gardens and arboreta, green infrastructure, interior landscapes and land planning. Landscape architects who work on green building sites apply their expertise to plan attractive scenery while also conserving water, according to the Bureau of Labor Statistics. They may also plan drainage channels to diffuse rainwater throughout planting beds.

  • How to become one: Landscape architects are required to have licenses. Requirements vary among states but usually include a degree in landscape architecture from an accredited school, work experience and a passing score on the Landscape Architect Registration Exam.
  • Pay: According to the ASLA, average annual salary and bonuses for landscape architects is $78,600.

5. Recycling truck driver: There are many roles that help ensure that the U.S. recycling system works and is successful. One such job is that of the drivers, also known as recyclable material collectors. These workers are employed by recycling companies or local governments to pick up recyclables from residences and offices and transport them to a materials recovery facility. Several drivers usually work together as a team to collect recyclables.

  • How to become one: Drivers should have at least a high school education or a G.E.D. To be certified to handle these trucks, drivers must have a Class A or B Commercial Driver’s License with airbrake endorsement. Drivers need to pass drug screening and background checks and should have clean driving records.
  • Pay: The median annual pay for refuse and recyclable material collectors is $29,610.

6. Solar power plant operator: According to the U.S. Department of Energy, every hour, enough energy from the sun reaches Earth to meet the world’s energy usage for an entire year. Creating solar power by converting sunlight into electricity lowers emissions from electricity generation and helps decrease long-term energy costs. Because of these benefits, solar power has continued to grow as an industry. Solar power plants are run by operators, who oversee power generation and distribution from control rooms. They monitor the solar arrays and generators and regulate output from the generators, and they monitor instruments to maintain voltage to regulate electricity flows from the plant.

  • How to become one: Strong mechanical, technical and computer skills are needed to operate a power plant. Certification by the North American Electric Reliability Corporation is necessary for positions that could affect the power grid.
  • Pay: The median annual pay for power plant operators is $64,270.

7. Wind turbine service technicianWind power is a relatively new source of electricity generation and has been used on a utility scale for only a few decades. Wind turbines — the machines that generate wind power — are extremely complex, and if any part fails, they have to be shut down until repairs can be performed, losing time and money. Wind turbine service technicians help prevent and solve issues by inspecting turbines and providing regular maintenance. They’re capable of diagnosing and fixing any problem that could require the turbine to be shut down.

  • How to become one: Since the field is still so new, there isn’t formal training to become a wind tech. Instead, most come from technician jobs in other industries. Experience or training as an electrician also is beneficial.
  • Pay: The BLS notes that while no national wage information is currently available, industry sources say starting wages are between $35,000 and $40,000.

UK lawmakers claim Google dodges taxes

LONDON — UK lawmakers subjected search giant Google to blistering criticism Thursday, accusing the US Internet company of playing games with Britain’s tax rules to avoid paying what it owed.

In his second appearance before Parliament in roughly six months, Google vice president Matt Brittin tried to defend his company’s complex corporate structure to a committee of skeptical UK politicians, many of whom seemed unconvinced by his assertion that Google was being transparent about how it paid its bills.

After two hours of sharp questioning, committee chairwoman Margaret Hodge accused Brittin of ‘‘devious, calculated and, in my view, unethical behavior in deliberately manipulating the reality of your business in order to avoid paying your fair share of tax to the common good.’’

‘‘You are a company that says you do no evil and I think that you do do evil in that you use smoke and mirrors to avoid paying tax.’’

Brittin countered that Google’s employees ‘‘fully comply with the law.’’

Google is one of several major multinationals — including Amazon, Facebook, and Starbucks — whose convoluted corporate structures and disproportionately low tax bills have drawn increased attention in Britain and elsewhere.

Google has attracted particularly close scrutiny. The company has paid less than 0.1 percent of its billions in UK revenue back to the government in taxes. In the first quarter of this year it made $1.3 billion in revenue from the UK, according to a Google release. The company justifies low taxes by saying that the overwhelming majority of sales actually occur at the company’s European head office in Dublin.

The ins and outs of what makes a company’s revenue taxable in Britain are complicated, but much hinges on where the sales take place. At his first hearing back in November, Brittin said that sales didn’t take place in Britain. Staff at Google’s London office promoted the company’s products, he said, but the sales took place in Ireland — which has a 12.5 percent corporate tax rate.

An investigation by the Reuters news agency cast doubt on those assertions, revealing that Google advertised for sales jobs in London, that London-based Google employees advertised themselves as sales people on professional networking profiles, and that many of Google’s clients believed that the London staffers they were dealing with were sales people.

Brittin acknowledged that Google employed ‘‘people with sales skills.’’

‘‘Some of them have sales in their title,’’ he said. ‘‘I’m sure customers will feel they feel sold to by the teams.’’

But they weren’t, he insisted.

‘‘No money changes hands,’’ he said. ‘‘To be clear the transaction is completed with Google Ireland.’’

Lawmakers were unimpressed.

‘‘It doesn’t make sense to your own staff, it doesn’t make sense to this committee, and it doesn’t make sense to your own clients,’’ said Hodge. ‘‘The only one it makes sense to is Google.’’

Wal-Mart Stores Wal-Mart Stores, Inc., (Walmart) had mostly good news for Wall Street yesterday when it reported earnings of $3.78 billion, or $1.14 per share, in the first quarter. Those earnings were consistent with Walmart’s expectations of $1.11 to $1.16 per share and just short of analysts’ average forecast of $1.15 per share.

Those earnings were likely a welcome sign for the company who had worried internally this year about slow sales. Those fears were made public when emails were leaked referring to February as “a total disaster.” In the text of those emails, Walmart VP of Finance Jerry Murray reported that Walmart had the worst sales start in seven years.

I had suggested at the time that sluggish sales might be linked to tax season. It turns out that Walmart agrees.

If you don’t think timing and tax policy can be linked directly to the economy, think again. Delayed refund checks due to a late start to the tax season this year and snafus with returns claiming education credits no doubt contributed to slower sales because consumers had less cash in hand. By mid-February, the date that most refunds had been issued in 2012, the Internal Revenue Service was just getting started issuing returns in 2013. Bill Simon, Walmart U.S. president and chief executive officer, acknowledged this week that the delay contributed to slow sales, saying “February sales started slower than planned, due in large part, to the delay in income tax refunds. We began seeing increased tax refund check activity late last week in our stores, resulting in a more normalized weekly sales pattern for this time of the year.”

And there was something else: those disappearing payroll tax cuts. Simon mentioned the cuts not once but twice in his remarks, noting at first that sales have likely slowed because families had grown used to the cuts – and will now have to get used to not having them. He said, “[w]e are confident that our low prices will continue to resonate, as families adjust to a reduced paycheck and increased gas prices.” With respect to sales moving forward, he offered that “[w]e continue to monitor economic conditions that can impact our sales, such as rising fuel prices, changes in inflation and the payroll tax increase.” Despite those delayed tax refunds and payroll tax cuts, it appears that Wal-Mart managed to bounce back.

It wasn’t all bad news on the tax front: the company reported that benefited from a “lower than expected effective tax rate.” The effective tax rate for the retail giant for the year was 31.0%, down nearly two points from last year. Walmart saw its biggest drop in the effective tax rate in fourth quarter, a nearly three point drop to 27.7% as compared to 30.9% last year. The company touted “a number of discrete tax items, including positive impact from fiscal 2013 legislative changes, most notably the American Taxpayer Relief Act of 2012″ for the dip in tax rates.

Road Rage Killer Sentenced to 7 Years

A Livermore man was sentenced Tuesday to seven years in prison for
fatally stabbing a Fremont resident in a road-rage fueled slaying in
2011, according to the Bay Area News Group.

Cort Holbrook, who
claimed he was acting in self-defense when he stabbed Ziesmer on March
9, 2011, was found guilty of voluntary manslaughter and convicted on
March 14 of this year.

Holbrook has been incarcerated since being charged with Ziesmer’s death.

As
Patch previously reported, Ziesmer and girlfriend Roschelle Morgan of
Newark were driving down First Street in Livermore when they got into a
gesturing match with Holbrook, who was also driving down the same road.

Both
drivers pulled into a parking lot where Ziesmer and Holbrook got into a
fistfight. According to probable cause statement, Ziesmer punched
Holbrook in the face twice, knocking him to the ground. The statement
says Holbrook reached into his car, retrieved a dagger and stabbed
Ziesmer in the upper chest.

Ziesmer drove himself to ValleyCare
Medical offices in Livermore but had to be transferred to Eden Hospital
in Castro Valley, where he died later that day.

According to
BANG, Holbrook was initially charged with second-degree murder, which
was eventually lessened to voluntary manslaughter.

Holbrook faced a minimum of four years and a maximum of 12 years in prison, BANG reports.

On
Tuesday, Alameda County Superior Court Judge Kevin Murphy sentenced
Holbrook to seven years in prison, with two years credit for the time he
has already served, according to BANG.

Apple has been under fire for its tax practices. The company recently avoided paying as much as $9.2 billion in taxes by buying back stock with debt instead of offshore cash, Bloomberg reported. Apple has a reported $100 billion in offshore funds.

The hearing is part of the panel’s continued examination of how companies shift profits offshore and how that impacts the tax code. Representatives from Microsoft and Hewlett-Packard testified in September 2012 in a hearing on the same topic.

A spokeswoman for Sen. Carl Levin, chairman of the subcommittee, declined to comment.

Representatives from the Treasury Department, IRS and other tax experts are also expected to testify. The committee will make the witness list available Friday, according to its website.

Apple spokesman Steve Dowling told POLITICO that the company has been working with the subcommittee and welcomes any further questions it might have.

“Apple is one of the largest taxpayers in the United States, having paid $6 billion in federal corporate income tax in fiscal 2012,” Dowling said in a statement. “We also help create hundreds of thousands of jobs in the U.S. by keeping our RD in California and creating category-defining products like the iPhone, iPad and the app store, which has generated billions of dollars in sales for software developers.”
